Property tax refunds and credits
The Department of Finance applies most property tax credits towards your next bill unless you request a refund. Please allow eight weeks to process your claim. Note: Credit balances on your tax account must be used or refunded within six years. After six years, any credit balances left on your tax account will become the property of the City of New York.
Reasons for property tax credits:
You should complete the City Register Recording Fee Refund Request form if you overpaid, or made a duplicate payment for a single City Register transaction.
Submit a written request, and include proof of payment (front and back of the canceled check) or the receipts from the City Register or Division of Land Records showing payment, and a copy of the cover pages for the original real property transfer tax return filing to:

No interest is paid on Real Property Transfer Tax refunds.
If you have filed and paid Real Property Transfer Tax on a property that was entitled to a full or partial exemption for an affordable housing development please complete this form.
Property owners and taxpayers may authorize a third party to represent them before the Department of Finance regarding property refunds and payments.
Property owners can appoint a person to represent them by submitting a Power of Attorney form with their refund request. The third party can be a family member, friend, tax professional, attorney, or business.
Third parties can provide certain information to DOF to assist in the processing of a refund application. Third parties can also contact DOF to request certain information about the processing or status of a refund.
To protect taxpayer privacy and prevent fraud, we may limit the information that we share with third parties. We will not provide mailing addresses or bank account information to third-party designees. We will only provide certain information, such as the amount of the refund, the check number, and the period in which the refund was created. We will not issue payments to third parties.
